Well, it's not just that - it's also that writers and Matt and Al keep mentioning it in interviews and commentaries. I'm surprised they didn't go the extra step and just have Bart compare his intelligence to a variety of breeds of dog, or suggest it's a wonder he still knows his own name. (Speaking of this, it must be meta night... on Family Guy just now, the Carter Pewterschmitt/Dr. Hartman talkoff finally happened... after it was mentioned in a commentary on the volume 4 DVDs, and then again in the first commentary on volume 5, which I also just listened to yesterday, I shouldn't be surprised... that's not all, but it's fairly illustrative)
