When Homer has the dish installed they watch a special news feed where you can see what goes on during the commercials. Is such a thing possible with today's technology?

I don't think so.... Most TV stations would only transmit necessary data - i.e. the news feed - not what happens during the ads... Although I could be wrong.... But it hasn't happened before...

Yes, if you get a REAL satellite dish (not DirecTV or anything) i.e., one that actaully pulls a signal off of the telecomm sats, then you have access to whatever feeds are going through the satellite at that time, which, during live broadcasts, includes whatever between-commercial activities happen to be going on. Commercials are usually added by local affiliates, and during a live broadcast the uplink is constant, so by pulling your signal directly from the sattelite, you bypass the affiliate and see exactly what they see.
I think that you can also get like 400 or so stations. They are fairly expensive, I believe. Howard Stern has one, he always talks about it.

Yeah, you have to look into it though. It's not illegal or anything, just expensive (and large).

A black screen with an occasional bright white flash.

It depends.
Live satellite broadcasts will maintain their uplink to the satellite, and you will see the continued 'off-air' broadcast while the affiliates are in commercial. Anything pre-recorded will just be a blank screen or test pattern or such.

As somone who's worked in video, I really can't see them broadcasting anything more then black in between (It's just a matter of hitting a button on most video switchers)
On DirecTV, I have seen the "during the break" feeds on hockey games in the NHL package. Sometimes it's pretty funny to hear what these guys really think, or arue how to pronunce a European's names: "YAH-Shin? YAW-shin? I don't know. How do you say it?" This is usually fromt he smaller Fox SportsNet affiliates...
