Considering it's only the voices who have stopped work, the writing and actual production of the animated part can still go on regardless.

And when the strike is over, the voice cast record their parts to fit over the animation. They have a good eight months to do this in, or at least the majority of the episode is ready for them when they do cave in.

I'm beginning to suspect that the strike for more pay isn't only to do with the TV show, but how much they are going to get for the movie. Movie stars demand more money.

Yes, but in exceptional circumstances like this one they could easily be done the opposite way without holding up production. It's be no different to post-production 'looping' of dialogue on live action films.

Unusual, but probably not unknown, and could be done right up to the air date if the rest of the episode (plus background sounds) were already completed.

Looping certainly is not impossible, but would take away the spontaneity of the performances. Production has completely shut down, so there are no current plans to produce the animation first and loop the voices later.
