Billy West has the closest voice match to Phil Hartman. Why can't he take over as Troy McClure?

I think they retired those characters out of respect for the late Phil Hartman.

I want to hear some of the original voice work for Futurama. I heard Phil got to do some of Zap's lines before he died, but they decided to just do them all over instead of have the confusion of changing the voice shortly after the show started. It's close enough and I'm sure that Billy can get closer. It's voice acting. He can probably hit it dead on but doesn't because he doesn't want to sound exactly like Phil Hartman. Billy used to be on the Howard Stern radio show long time ago and his impersonations are fantastic.

I'm not knocking Billy West, hell I adore Billy West, but I just don't think the Simpsons want to bring back characters and put someone else in their place after the person who did the character is dead. They didn't do it with Lunchlady Doris (Doris Grau), and I'm sure they won't do it for Hutz/McClure.
