The booklet on the DVD lists the first appearance of Burns (along with Smithers) as Homer's Odyssey. Clearly, his first appearance is on the very first episode, Simpsons Roasting on an Open Fire, when he annouces that there will not be a Christmas bonus. Don't you hate mistakes like that?

I think they meant first visual appearance, since he is only heard not seen. An error still, but its a matter of interpretation.

Right... definitely seen. Starts out on the SpeakerBox only, but then, there he is, at his desk... big close up at one point too. I also like that his name plaque on the desk says "Burns".
