Marge's "second story is the weakest" comment refers to how the second story in most "non-Halloween" trilogy stories is usually the weakest of the three. Of course, it's likely that the real reason why the second story is the weakest has to do with the fact that the second story usually focuses on Lisa, who is usually the least funniest of the Simpsons characters.
