I vote for Janey, Arnie Pye, Disco Stu, Jaspar, The Cat Lady, Dolph, the white cop that isn't Chief Wiggum, Hans Moleman, Ron Howard, and either Cookie Kwan or Lindsay Nagle.

That being said, the answer to your question is, "The same kind of list that leaves out Principal Skinner." (He deserves to be there much more than Lenny or Carl - or Chief Wiggum - does.) I would also consider replacing Quimby with Mrs. Krabappel.
