MR Burns question

"Slabagged" (not sure of spelling or what it means) I'm not sure where did I hear MR burns says this but it is tattooed in my brain. I either heard it in an actual episode, or it was a sound clip on an earlier Simpsons software that you can create your own videos, or from a Simpsons video game. I just can't remember where or when. Anyone knows? Thanks

What was the line burns uses to Smithers when he's talking about how things are going his way? Something about Dame Fortune smiling on Montgomery Burns...at the end he tells Smithers to shut up but I can't remember the quote.
