According to imdb, Harry Shearer did an unspecified "TV commercial" for TV Land - the credit is 2001, but they're not as meticulous with commercial credits, so maybe he did a commercial and they asked him to announce later on, or the "commercial" was just all those promotional voiceovers (as opposed to the person changing the tapes). It wouldn't surprise me, since he's big on voice work (duh) and does naturally sound like Skinner (just not quite as deep).

You are correct, sir! Harry Shearer is the voice of TV Land, and has been for a couple of years now. His voice is heard in most of the TV Land spots. Personally, I think he sounds a little bit more like Kent Brockman in these spots than like Principal Skinner, myself.

All the same thing. The "industry" term is interstitial - meaning it fills the space between shows. .

Sigh. If you'd just do some research at Dictionary.com, you'll find that what "interstitial" means:

  adj.
     1. Relating to, occurring in, or affecting interstices.
     2. Anatomy: Relating to or situated in the small, narrow spaces

        "interstitial fluid."
