I keep hearing about people saying the simpsons are in decline and thanks to "Skully".

What seasons did Skully write and who is this Al Jean guy?

Heh. Seriously, Mike Scully was the Executive Producer of The Simpsons since Season 9. Al Jean had the same job during Season 3 (with Mike Reiss). Both guys write for the show.

Did he do up to season 9? I guess people are happy Jean is coming back since people keep saying "seasons 9-13" were not good. I liked them.

No. Al Jean just did his thing in Seasons 3 & 4. David Mirkin had 5 & 6, Oakley & Weinstein had 7 & 8, Scully had 9 - 12. The first two seasons, I believe, were done by the big three Simon, Brooks, & Groening.
