can't remember the exaqct episode, and i believe it is just "completely off-the-wall humour"
It's the episode where Homer eats the insanity peppers at the chili fair, sees the space coyote, and has a spiritual journey trying to find his soulmate. While Homer originally thinks that Marge is his soulmate, Marge is angry at Homer for making a drunken fool of himself (according to Marge), so Homer is led to conclude that Homer and Marge are not soulmates. Homer goes on a voyage and ends up finding EARL (Electronic Automated Robotic Lighthouse), at which point Marge sees Homer's overweight figure through the light house light, finds Homer at the light house, and hot pants are had by all to the tune of "who wears short shorts".
Also to be noted is that Bart says "so I says to Mabel I says" twice in the episode, with neither time having a resolution.

Yeah. Off the wall. Nothing like an off-the-wall, completely down-to-earth joke.
It's a reference to an old Vaudeville routine. And it's used in "El Viaje Misterioso De Nuestro Jomer."
I still don't understand why SO many people ask about this...
-- An XPeeple Production -- "As a child, I always wanted to bite his head off. This is my way of doing that... creatively." -Andy Dick as Marylin Manson "Most critics want to be authors, screenwriters and novelists, [but] they just suck." -Joe Rogan

Yeah... it's just one line, out of the thousands. If they don't get the reference, why is it so funny to them? It's like asking the square root of a million.

I can clear this up. It's a Clark Gable line from "Gone With the Wind".

Well, I was intrigued by the line because it sounded semi-familiar, yet I couldn't place what the reference was. The name "Mabel" seemed to pop up more frequently in old-timey movies and cartoons than it does in real life nowadays, so I figured it just had to be a reference to something I didn't see yet.
Just count your lucky stars that people don't insist it's a "Mad About You" reference.
