I'm referring to the comments section of The City of New York vs Homer Simpson.
DDG mentions that Homer most likely can pick up air traffic control radio, however, the communication band doesn't start until 118.00 and ends around 136.97. He would, however, be able to pick up the navigation aids, since all navaids (VORs, NDB's & ILS frequencies) sends out a morse code, so the pilots can check with their charts that they've tuned to the correct NavAid.
