in ToH V (2F03) in the "Time & Punishment" chapter, when homer first travels back in time he says something about being the first "non-Brazillian person" to travel through time. SNPP mentions a possible reference to carlos casteneda, a "brazillian who wrote about his chemical-induced 'adventures' about 20 years ago." Does anyone know anything else about this reference, and/or have any other ideas about what it might be referring to?

Probably also a reference to Jorge Luis Borges, who wrote about "multiple time streams" and traveling between them.
The only problem with your theory is that Borges was from Argentina.

I just noticed the same reference this week (though maybe I noticed it before and forgot).
I thought it was a reference to Terry Gilliam's Brazil, which I've never seen. Somewhere in my mind, I thought the film had something to do with time travel. However, a check shows no sign of it.
But that check reminded me of Time Bandits, which does have a time-travel angle, and which was also from Terry Gilliam. It makes sense that I did mix up the films based on the same director.
So perhaps the Brazil reference is another case of Homer mis-remembering something, in the same way I did. He's thinking of Time Bandits, but think the films title is Brazil. If it's got "Brazil" in the title, it must be about Brazillians, and hence "the first non-Brazillian to time travel".
I'm sure we've seen similarly subtle references before, and we have seen Homer garble pop culture references.
Carlos Castenenda seems a stretch. The chilli episode seems a much clearer reference to him, and while I've never read the books, I thought they were about mystical travel rather than time travel.
