I'm Canadian, and I can tell you it's either a) or neither, because while I don't know the capital of EVERY single country, I DO know the two countries which have b) and c) as their capitals, making it dead easy.
Of course not EVERY Canadian will beat EVERY American on a Geography test, but only an American wouldn't know that the average will be noticeably higher - UNLESS it's the geography of the 50 states - because that's how the inward-looking inward-thinking American system teaches their children.

On another note, in the summer of 2000 my home town of Halifax, Nova Scotia hosted the Tall Ships. I was down near the waterfront getting a bottle of Coca Cola out a vending machine while a small group of tourists from the U.S. there to see the ships looked on confused. As I was about to step away with my bottle, one of them asked me if the machine worked with Canadian dollars. I politely replied in the affirmative and as I walked away I couldn't help thinking what a silly question it was. I stepped into a nearby store to pick up something else, and told the guy behind the counter the question I had just received from a U.S. tourist. He laughed and pulled out a notebook in which he had been writing down a whole bunch of similar inane questions he had already heard that day from the tourists! One of them was from another person from the U.S. who looked at the "odd" Canadian money in his hands and asked in all seriousness if this money would "work" at the mall!
Now, in all seriousness, I know these people aren't typical of most people from the U.S., but it gave us something to joke about for awhile. We've heard similar stories all our lives. Many is the time I've heard of U.S. citizens crossing the border into our country in the middle of SUMMER with skis, apparently expecting there to be snow everywhere once they crossed into our country!
So you believe U.S. dollars will be expected anywhere in the world? Not likely. A friend of mine was visiting Denmark a few years back and was trying to purchase an item from a gift shop. He had the proper Danish currency. But he had to wait in line behind a couple of U.S. tourists, who insisted they were going to pay for their purchase with U.S. currency and the shop clerk was really getting tired of telling them that their money could not be used there. Finally my friend stepped forward and exchanged THEIR money with his Danish money, just so that the shop clerk would be rid of them!

I'm assuming you're American, and I congratulate you for even knowing Newfoundland exists (Hate to admit it, but there are many Canadians who don't even realise there are about 400 000 of us sitting on this little island in the north atlantic.). If you're Canadian though, you only get partial marks, as the name of the province was officially changed to "Newfoundland & Labrador" some time ago.
As to your theory about the French, it might make sense, and they don't seem to have too much of an issue smuggling us cheap booze... maybe trying to get us drunk so no one will notice the invasion...
