Character Question...

I was wondering if someone could help me identify a character I've seen in a few different episodes. In "The Frying Game" (the one where Homer thinks he's getting executed for murdering an old woman, but ends up being on a new "reality" show instead), who is the character near the end that answers the telephone in the execution chamber? He's talking to the Governor in a really obnoxious voice. I know I've seen him in a few episodes, but I have no idea who he is or what other episodes he's appeared in!

If it's the "I had a stroooooke!" guy, that's Frank Nelson. He was popular on several TV shows from the 50's, notably The Jack Benny Show and I Love Lucy. He looked and sounded exactly like the character on the Simpsons, although why the Simpsons would choose to parody a guy whose peak of popularity was over 45 years ago is a mystery.

I always call that guy the "Vincent Price Guy" because in Sunday, Cruddy, Sunday you can hear the same voice on the phone.

Listen carefully and you'll hear two different voices/characterizations. The voice on the phone is supposed to be Vincent Price (actually, one of the hardest voices to imitate. Mel Blanc was the only one I ever heard who did a good job). The intrusive/obnoxious guy is a passable Frank Nelson.
