He made some appearances as early as the second season. He was a background character in church on "War of the Simpsons" and his name was mentioned on another episode. In the DVD commentary, Jon Vitti says that there was this "weird" period where Hitler was used a comedy reference and Groening almost pukes and states how much he was against Hitler appearing in the Simpsons.
The Fighting Hellfish one. Sargeant Simpson was about to assisinate Hitler, but Private Burns knocks off his aim.
Hitler isn't in it, but that episode where Sideshow Bob meats the parole board, Bob says "Die Bart Die" is German, and and a member of the board says something like "anyone who speaks German can't be bad".
