Springfield airport flight paths

I was thinking about "Mr. Spritz goes to Washington," when Krusty becomes a Representative in order to change the flight path that goes over OFF's house. This may have been brought up when the show originally aired, but wouldn't this problem (changing the flight path of Springfield's airport) be an issue for the Mayor or local government? Failing that, something for the governor/state senators to tackle? I don't see the House of Reps in DC dealing with the flight path of a particular airport, unless of course in order to change flight paths you have to go through the FAA, which is a federal organization.

Anyone know anything about the FAA or airports?
