In Episode S12E11 i believe ("Worst Episode Ever"), Chief Wiggum and Lou and the other one (the white one, i cant recall the name) bust in on Comic Book Guy when him and Agnus are having a "moment" and the white cop gets sick to his stomach, and starts to be sick... Lou comforts him by saying:
"It's OK man, it doesn't effect you, you're not human".
WTF? I have been trying to figure this one out for some time. Someone want to shed some light?
The white one (name also escaped me) is clearly an alien, therefore sex doesn't effect him, he's not human.

What i think is that perhaps the line was like that on purpose? I mean, this was a comic book guy episode, it is possible that it was made like that for us to all obsess over.

I always heard it as "It's okay, man, it doesn't affect you, you're not human." I think it is a reference to the police mentality (no offence intended to any law enforcement folks out there). Police are specifically trained to not show weakness or emotion when they are in uniform, which is why the public gets so outraged when they take a couple extra whacks with the ol' billy club after a long chase. They are supposed to act inhumanly. The joke here is that Eddie and Lou are such two-dimensional characters that they don't have a life outside of the uniform. They are nothing more than cops, therefore they are not human.

I get your point, but some of your remarks are completely off base. The idea that cops are trained not to show emotion is outdated and hopefully not true anywhere anymore. Of course they are trained to not be emotionally involved in what they are dealing with, there is no way to do it day in and day out if you let it get to you. But they ARE trained to show compassion and understanding to the people they deal with yet still show professionalism and authority. They are certainly not supposed to be "inhuman" or inhumane which your comment about the "ol' billy club" seems to imply. Police taking a couple of extra whacks after a long police chase is not a result of any kind of training and IS something to be outraged about when it's allowed to happen without consequence. It is to be understood that sometimes the adrenaline and emotion (which ironically you say they aren't supposed to show) gets the best of them and causes such things, but it is not to be excused.

The quote is correct as-is: "It's okay, man, it doesn't affect you, you're not human." It's an admonishment along the lines of "Stay frosty".
In their line of work, cops constantly see truly terrible things like gruesome murders, things that would leave an "ordinary" human too ill to continue. While on duty, cops have to surpress that natural reaction, become "not human" in that way in order to do their jobs. Hence, "You're not human", so "It doesn't affect you".
