The point of the joke is that its a question that Hmer wasn't expectig an answer to. The question was intendedas a joke, it's sort of rhetorical. Like when yuo see a friend in a suit and say "Who's Funeral". BUT when Snake answers it straight, with a real guy's name, thats the punchline,....
It's kinda like the time me and a buddy were in a restaraunt, the service was really bad, and my friend said "Who do you have to kill to get service around here?..." A guy over heard us, pointed at a waiter and said "...That guy...."
