I happened to turn on the SAP program during tonight's ep, and to my surprise there was some dude narrating the character's actions, as if he was reading from a screenplay. WTF is this about? Is this something new, or is this an effort by Fox to cater to their large blind viewership.

It's called "descriptive video services" and shows that don't use the SAP channel for another language sometimes use it. I don't know how often it is used for sitcoms though. I've mostly only seen it used on documentaries and PBS shows and stuff.
