The "Bart Twitch" originated on the Tracy Ullman shorts. In a discussion from May 98, Ondre Lombard remarked that it, along with the "El Barto" signature, seemed to have vanished when Film Roman took over animation duties from Klasky-Csupo.

A person, who may know which short was the first to feature the twitch is <drum roll...> Don Del Grande.

FYI Raymond Chen is likely the first person to coin the term, at least on the Internet, in around 91-92. For those who don't know their alt.tv.simpsons history, Raymond Chen originated the episode capsules, and also wrote the capsules for the shorts, where he mentions the Bart Twitch.

The "Bart twitch" was an animation technique used in the earlier shows. When Bart said something emphatically, his eyes and upper head would point one way, and his mouth and lower head would face the opposite way. In freeze-frame, it looks almost as wierd as it sounds, but played back at regular speed it looks just like a little twitch.

The "Bart twitch" was one of the first things to go when the animation became more refined in the second season.
