I'd be more specific, but I just don't remember.
I think it's mentioned somewhere on SNPP that some elderly woman won it, and the neighbors forced her to change the way the house looked because it was attracting too much attention.

It wasn't the neighbors exactly. The housing development it's in has deed restrictions on the colors the houses can be, and that includes the Simpsons house. It was awarded on condition that it be repainted.

Almost all of these developments have such considerations. However, I've never read where she was forced to paint the house, I've only read that she CHOSE to. The house was built by Kaufman-Broad who is also the developer of this particular housing development. They would be the entity in charge of such regulations and since they named the development Springfield and decided to build and give away a replica of the simpsons house in their development, I doubt they would suddenly decide to make the woman paint it after she won.

They didn't make her paint it. She chose to paint it so that it wouldn't really stand out. You can still tell that it is the Simpson house. Hell, with the the way my TV's colour can be sometimes, it looks more like it now. :)
