Without the doubt the biggest waste of potential in a charector had to be Frank "Grimey" Grimes, from "Homers Enemy".

I really liked Frank Grimes. He wasn't a great character by any means, but he was quite funny. Too bad the writers copped out and killed him. ________________________________________________________________

Crazy, but I laugh every time I see the bear driving the taxi in the Itchy & Scratchy cartoon where Itchy puts a stethoscope into Scratchy's ears, then flies to France for an atomic bomb test. The bear's facial expression never changes. He just sits there.

He was also on the bus in 4F22 The City of New York vs. Homer Simpson (cut in syndication, natch). Homer pounded on his legs, saying he couldn't feel his legs.
Of course, Very Tall Man is based on Ian Maxtone-Graham.

It's a rumor that the character design is based on Maxtone-Graham, himself. They've animated other writers including Swartzwelder, Meyer, and Vitti in the past as well.
I can't believe that after the "We Like Roy" lines nobody mentioned Brad Goodman. He wasn't a bad one-shot character.
