Question about and ep

In what ep did we see Ned Flanders riding a bicycle with a helmet, sport goggles that were too tight, knee pads and elbow pads? I can't remember what ep that was in. I think he was riding in the street with a few other characters. I don't think it was when Homer formed the Hells Satans, I just saw that recently. Can anyone help? Flanders looked really funny like this.
