In "the computer wore menace shoes" comib book guy states "there is no emoticon for how i am feeling" or something extremely similar.

what is his exact quote?

you had it basically right. It's "There's no emoticon for what I'm feeling." I believe it's when he reads on Homer's site that Quimby is using street repair funds for a pool. I want to say it's preceded by "I am so angry" but I'm not positive.
