It seemed to me that there were a couple of new shots in the credits - Kent waving while he washed his car, and Kent looking chagrined as he lost the filling from his sandwich.

True?

Any possible reason, except for the heck of it?

"The heck of it" is the most likely reason, but in real life "Eye on Springfield"-type shows do update their opening credits once in a while. It makes sense that the "Simpsons" version would do the same thing.

It does make you wonder, though, if the new bits were done for this episode, or have always existed, or made somewhere along the way. It is one way of filling space if they need it, putting in bits or taking them out if the rest of the episode doesn't quite fit the time limit.

Wasn't it merely a segment of the evening news with Kent Brockman, that then morphed into a full blown show? Just this week I saw a rerun, maybe the one with Mindy and Bart with glasses, where Kent is sitting at his usual newsdesk and behind him it says "Eye On Springfield".

It may be that the segments were so well received that they spun off a whole show.

And remember, despite your list of things wrong with Springfield, the show is intended for its denizens, not outsiders, and those people do live there for whatever reasons. They want to know what's going on in their town, and that would be why they would watch Eye on Springfield. For that matter, in a small town (though can Springfield really be a small town when they have all the elements of a complete country?), shows like that (along with the local newspaper) are full of the mundane and either feature people you know, or you yourself. So people are bound to watch because they know they or their friends will be on.
