Don't think so. The Khlau Kalash guy was also seen in downtown Springfield during "Lost Our Lisa" (5F17) and he was still selling Khlau Kalash.

Also, the KK guy seemed to only know a few words in English while Lugash has a more in-depth English vocabulary.
