in the episode [4F19] Homer's Enemy when Burns made a dog vice president, that reminds me of something...
The Roman emperor Caligula made a horse a senator. The reason for this act was to mock and "emsmallen" (opposite of embiggen) the function of the Senat in the Empery at that time.

Well, it is very likely an allusion on that. But who was vice president before? Did Burns really make that to lower the importance of the vice senator? I suppose the allusion has its limitations as far as the analogy is concerned.
Though, I would have to see the episode again and make up my mind.
