-The “Loose Lips Sink (Scholar) Ships” poster is a play on the old WWII propaganda slogan, Loose Lips Might Sink Ships. Basically, the slogan serves as a warning to GI’s when it comes to what they are allowed or not allowed to say to when carrying a conversation to supposed civilians or writing to family, as some “civilians” may end up being spies working for the enemy (or there’s a chance that letters from GI’s may be intercepted by spies), thus resulting in military secrets to be leaked.

I thought it was an overall saying, not specific to the military. A lot of intelligence gathering is pretty simple, and someone saying something to the wrong person could mean a significant bit of information. It may not be an end in itself, but a pointer to somewhere to watch carefully.
