Before the opening credits of episode 4F09 there is a frame that says something like:

Questions? Comments? Suggestions? email [email]

Does anyone know anything about this?

You must be watching a file on your computer. Many times when people encode tv shows and stuff they put in stuff like that, or little bugs in the corner, for contact info or something.
