Uter has appeared many times since then, he's had lines and everything (he was in Much Apu About Nothing, Bart Star and The President Wore Pearls, just to name three). You can't blame the show for the fact that you aren't very observant.
It was written by Tim Long, who is, IMO, the worst writer currently on the staff. And this is his third episode this season.
John, I also noticed that Homer has been saying "dammit" a lot lately instead of "D'oh." Another notable example was "Homer and Ned's Hail Mary Pass," when he says dammit multiple times in the exchange with the football commissioner. Also, there has been a notable decline in the quanity and quality of "Whoo-hoos."

Thats a good point, but the writer staff has failed so miserably with such incompetence, toilet humor and trash, they want the show to be cancelled after ruining it.
In other languages, Homer doesnt say d'oh (always), one would hope that in other translations the use of dammit makes a suitable funny word, but one cannot give the writers credit for thinking that far ahead. Id assume they love profanity so much its only that they want to use graphic profanity in special release DVDs with sexual scenes as well

All of the newer Simpsons shows? watch the whole thing and not laugh once, and not want to watch those episodes again. About the 3rd season back in the day? I can watch them over and over
