Crows and the power plant

This has probably been asked before but I'm curious. Is there a meaning to the sound of a crow squaking every time there's a scene about to take place in the power plant?

They talk about this in the commentary of the season 2 DVDs. Basically, one of the people who works at the show thought it would be funny or something, so now they try and do it every time. Although sometimes they don't, I've noticed. No real meaning, per se.

I really don't know. I haven't noticed the crows sound in a Simpsons Episode. Can anyone tell me which season two episode has the crow topic?
