I think that this is a different person than "Raphael," as I seem to remember this customer having hair, as opposed to being bald like the "Whoa, whoa, a fat, sarcastic, balding Star Trek fan" guy.

Yeah, he also had a moustache and glasses. He also happened to be named Ned Flanders.
I meant the customer who asked to have his parking ticket validated isn't Raphael. The man behind the counter who validates tickets is obviously Ned.

Someone used to call that guy the "Mad Puncher". He socked the guy playing "Sunshine on my Shoulders" and said "Don't touch me" to the "lube job while you wait" teen. Probably an inside joke (looks like a writer, or something.) Kinda also looks like Roger Meyers.
