Why yes, yes it has. Way back in the 2nd season, in Bart's Dog Gets an F, Tracy Ullman uses that term when referring to Santa's Little Helper.

It reminds me of a speech given by British Prime Minister Margaret Thatcher, the Iron Lady herself, in 1980 where she said:

It's not mentioned in the episode capsule at snpp.com, but I would guess that Ullman's character is at least partially based on Thatcher.
