If you could single out an eppisode that would be 'the worst,' then it'd also be expected from you to single out an eppisode which was 'the best,' and since that can't be done, and being that some eppisodes are just as good as others, it only brings the conclussion that an eppisode can't be the 'worst' you have ever seen.

When people do that, it's usually their tongue-in-cheek (although overused) way of saying that an episode was bad. I don't use it, because even a bad Simpsons episode is better than any episode of Suddenly Susan.
