Is there some hidden meaning to the tones of the phone number that Homer dials to reach the Mr. Sparkle factory from the library (incidentally, this is something that is cut out in syndication...)?

This isn't cut out of syndication (it's not even shortened). It's from 4F18 In Marge We Trust.

However, I know nothing of the tones he dialed. I would imagine you will find out it's completely random if you find a way to translate the tones to buttons pressed.
