All of Springfield is watching a video on the Leader ("you are free to leave at any time, but do you mind telling us why?").

Towards the end (from memory):

Homer: "So the Cops knew internal affairs was setting them up?" Movem.: "What are you talking about? There was nothing like that in the

          video!"
Homer:  "I know, but I start making stuff up when I'm bored, I have a
          short attention span"
Movem.: start  talking about leader
Homer:   "oh look, a bird!"

he then chases after it

Could that be the dean of...the college...Homer went to...in Homer Goes to College (1F02)? Don't feel bad about it, I often find I can't remember something that seems so obvious in retrospect either.

You're probably also mixing up two eppies in your memory... the "dean" you remember Homer talking to is the guidance counselor from the episode where he meets and woos Marge... he blows the counselor off to run outside and chase a ... dog with a ham?
