The voice actors can't use their Simpsons voices freely. Basically, they're only allowed to say lines that the characters have said in the show. I guess the idea is to prevent them from cashing off by doing commercials with Simpsons voices, or affecting the image (swearing) etc.

That makes sense. We had her on the radio station where I work, and the host asked her how much freedom she had re: using the voice. She said, "I can say, 'Don't have a cow,' because that's something Bart would say." The host replied, tongue in cheek, "I didn't hear that. Say that again." And, she repeated it, along with a number of other typical Bart catch-phrases. Naturally, these all made their way into a promo I produced.
