Is Al Jean why the Simpsons suck?

If you look at the season guide over at snpp.com, it seems like he has been the executive producer since the worst of the worst began.

I don't think Al Jean can be blamed. I realize he wasn't the showrunner yet, but wasn't he involved with the show from the beginning? I remember hearing commentary from him on the season 2 DVD, meaning he was there pretty early (can't remember if he was there for season 1). Regardless, I think the writers are responsible for all the recent sucky episodes and pretty much all of them weren't there at the beginning.
