GOOFS / FREEZE FRAME / WHATNOT BART trains aren't completely white. (Also, although BART stations have that yellow strip along the platform edge, it is black where the train doors would be, so people with vision problems can see where to line up easier.)

If anything, I think both states (where he fired the bullet and where it hit the victim) would have jurisdiction.
