Mom and Pop Art (AABF15) season 10. Right after Homer flooded Springfield to create living art we see Milhouse in his room testing his brand new pair of floodpants and muttering about their uselessness. Then he opens his door, water flows in, he praises the floopants for keeping his ankles "bone dry" and then says "Everything's coming up Milhouse!" i love that line!!
