Some schools (at least on TV) would have a assignment that simulates the rough chore of raising a baby. The assignment usually involves students (usually as a couple) having to watch over an object that is simulating an infant baby, with a bag of sugar being one of usual pseudo-babies. To make things even rough for the students, the "sugar baby" must be taken care of by the "parents" at all times, which would cause problems in some people's social lives.
Marge's comment of thinking that Homer actually did 302 stupid things instead of 300 refers to the fact that this is actually the 302nd episode of the series rather than the 300th episode. My guess as to why this episode was promoted as the 300th episode is due to big name guest stars and the fact that a plot where Bart divorces from the family is a better plot line than Marge lifting weights.
