I assumed that was because her hair was greying... all of the flashbacks to Marge's youth show her with blue hair. Her mother's hair is sort of grey-blue.

Something to note is that Patty and Selma's leg stubble is black, even when extremely long.

Coming from a girl-- Leg stubble is always black, no matter how long it is. When it first comes back it's black. If you don't shave for a month it's black. Well, unless you dye your leg stubble, which is technically impossible...

I figured if I waited someone would field this for me. Extremely fair men and women often have blond or light brown leg hair. Redheads often have reddish leg hair... it is plausible that blue haired women have blue leg hair.

Since so women have naturally blue hair, the arguement falls to speculation. Someone else can do that speculation for me, though...
