Probably not twice as much, remember that the third disc of the season 1 set only contains one episode, with a bunch of extra bonus stuff related specifically to the news surrounding the Simpsons' early popularity. I doubt it would take more than five DVD's to hold all of season 2, maybe even as little as four.
Yes, they will eventually all be out. Season 2 was recently announced.

The corporate CEO (who was a director back then) had trouble getting through it, but they ended up getting this super-great artistic European director (who was directing their new movie) to do the commentary for it, after remarking how great that flick was.
(The CEO then went over to film the European director's production...)
"Made in Canada" is a hilarious show (my simple description can't do it justice)... it's a shame you can't see it in the States unless you get CBC...
