When Gray Davis was elected governor of California in 1998, the state was in the middle of a huge economic boom, and it look like future would be bright for him. All that changed in 2000, when a botched electricy deregulation resulted in a power energy crisis that caused a major deficit in the California budget. In 2002, he was able to get another term as a result of his opponent being involved in a financial-fraud scandel. However, many Californians were not pleased with Davis's work. As a result, a recall election was held in October, 2003. Of course, the recall election had a side effect in that various average Joes (and a few celebrities like Arnold Schwartzenagger and Gary Coleman) decided to put themselves on the recell election ticket.
The joke about Jimbo's gang stealing "The Scream" refers to how a group of armed robbers were able to easily steal a copy of the picture in 2004. Thanks to a few flaws in the security system in the Munch Museum in Oslo, Norway, the thieves, in front of various tourists, were able to cut the wires that were attached to the painting and steal it without any alarms sounding. Judging by the way cops believe that the theives intentionally dropped the picture twice and how they took the wood frame off the picture before they got away, it is believed that the people who stole "The Scream" knew what they were doing when they pulled off this heist.
