It works on a couple of levels,.. (Like good Simpson writing often has...)

A) It shows how inept and lazy the Springfield cops are,... B) it plays up to the "where's Springfield" joke that has been running for years and years,... C) It makes fun Michigan,... now theres no paticular reason to make fun of Michigan, it's just kinda funny making fun of someone who isn't a target... Kinda like that old joke in "Blazing Saddles",..."okay, we'll let in the Chines and the Llacks, but not the Irish! ... ". Think about it for a minute,... I think it's akin to homer's "lousy Famers" one liner...
