I love Mr. Burns, but he does seem to be getting less evil than he once was. Maybe he's mellowing with age. Even in recent episodes where he is doing evil deeds, he has a certain whimsy to him. Good example is Homer Vs. Dignity - he has Homer play pranks on people, but it's just for a good larf, not out of evil intent. In the old man and the C student, he seemed to have good intentions with the recycling plant, but since he was just full of evil, even those plans ended up being used to destroy the ocean. He couldn't even help it; he was just evil. Now he's seems far more light hearted and easy going. He even seems to know who Homer is. Even when he was throwing fish guts on the parade crowd while dressed as Santa it was all a big joke. I just don't think the Mr. Burns of today would try to block out the sun anymore. Thoughts?

People do mellow out with age, usually... I think that it usually hits people around 103, 104.
Plus, the hysterical pregnacy can't hurt.
