The late Jack Lemmon, who guest-starred as a Gil prototype in "The Twisted World of Marge Simpson" (1997).

I believe it's just a mock on 80's and 90's police action movies where that kind of chimerical situation became cliched. See the McBain movie in "Homer Alone" (I think).

In crap 80's cop movies the cop who is about to retire usually gets shot leaving the young cop who the older cop didn't want as a partner in the first place, but after a few shootouts has bonded with to avenge him.

Theres probably a famous example of this but I can only think of Colors (1988) with Sean Penn and Robert Duvall
