When Russel meets Elaine at that restaurant, he asks her if she's heard of Jerry Seinfeld. She mentions that she has. Now, does it just slip completely past Russel that there just so happens to be a character in "Jerry" called Elaine Benes?

I did not think about that, I was too busy trying to figure out why she did not let on that she knew him. Would it have looked like Jerry put her up to sticking her chest in his face while holding the catsup?
I believe that the character was "Elaine" and not "Elaine Benes" not that this makes your question moot.
But "Jerry" was a flop.
Sorry, "Jerry" wasn't a flop and therefore cancelled. It was cancelled (after only showing just the pilot) by the new NBC producer (remember that Russell was off w/ Greenpeace and then lost at sea during this time).

Sure "they" do. When Russel is on the Greenpeace boat, he tells them of her complete name.

George and Jerry were having trouble writing the Elaine part and decided not to have her character in the script. Jerry's expalnation to Elaine was that he could never anticipate what she would do. It was after Elaine got "control" of Russell that the 2 guys added her part in order to please her to get Russell proceed with the "show about nothing."

Okay, so here's my question. When did they drop the whole idea of the guy who has no car insurance and has to become a butler? It seems like most of the fourth season, the pilot is showing little or no promise, but then suddenly, when they cast the pilot, it is filled with the snappy, funny dialogue we know Seinfeld for.

I'm not sure what the question is. Early on in the pilot development, George, Jerry and even Kramer are offering ideas. I believe George offers the butler idea. He comes in after Jerry offers the idea to NBC, kisses Susan, and laughs about the butler idea. The bulter idea is so great in George's mind that he plans on shopping it around to different networks in hopes of achieving Ted Danson status.
So, as it turns out, they never dropped the butler idea.
