I don't have that episode (7F09) on tape, but here's a conclusion I drew after watching the 7F09 Psycho flashback from 9F17 (Clip Show).
Everyone thinks Homer's workbench is in the cellar (because we see stairs next to the workbench). Am I right? The episode capsule on 7F09 also says ``upstairs, Homer's head is bandaged.'' So everyone on the net thinks the workbench is in the cellar. But...
Billions of views of the garage (8F07 for example) show Homer's workbench to be in the garage. But you can see a simple... well, SOMETHING, that looks like a staircase, but it isn't. The thing is about seven foot tall (assuming Homie is six). Besides, the workbench CAN'T be in the garage, because we clearly see Maggie running out from the garage into the corridor (13, see below).
I also have Chris Baird's OFF floor plan from 09/02/91 (sic), but it contained x ^ n mistakes, so I made one of my own.
Here's what I have come up with (the first floor only):

1) The TV room. Exits: Back door, kitchen, living room. 2) The living room. Exits: TV room, foyer. 3) The foyer. Exits: Front door (good evening, and welcome to our home), living room, dining room, upstairs, and to the cellar (4). 4) Exit to the cellar. Note: This is where OFF store their Olmec head (from 7F22, seen here in 8F14), and the exit to the cellar is not from the side of the staircase, as can clearly be seen in 9F01 and many other episodes. 5) The staircase. Upstairs to be discussed sometime else. 6) The kitchen. Note the unusual shape of the house that can be seen when the back door is open, or outside shots. Maybe this is to make the house look bigger? Or is it a fashion point? And the kitchen is so big (it IS big in the show!) because EVERYTHING indicates that the west wall of the foyer continues as the west wall of the kitchen and the east wall of the dining room continues as the east wall of the kitchen. Just look at the picture! 7) The dining room. Obviously smaller in east-west direction than the living room, although nothing even hints to this from the outside. 8) The rumpus room. Seen at least in the following episodes: 7F11 (I don't have that on tape) Homer & Bart are working out in the room 7F21 Homer watches TV and doesn't care about Bart and Milhouse (recycled also in 9F12: ``Tonight on Wings (or Wayne's? Or what?)... Nah, who cares.'' when Homer forgets to trab pu kcip) 8F11 This is where Bart used the present as the window holder (or whatever it is called) 8F15 Bart takes Maggie's fingerprints here Is this a intentional? Every production code has a ``1'' in it; 8F11 and 7F11 even have two of them! :-) Just kidding... 9) The garage. A electrificinated door, which never works, except in the intro. 10) This is where the staircase-looking object is, and where Maggie hit Homer with the mallet. 11) Here's Homer's workbench; he was standing in front of it at the time. 12) Here's a tough one. Is there a cabinet door at the end of the corridor or not? Sometimes there is, sometimes there isn't. 13) The corridor.
I am currently working on the upstairs and the furniture and objects. Sure everyone has noticed a "GOD BLESS THIS MESS" note in the kitchen etc.?
BTW, because, for a few exceptions (where the floor plan is altered for a brief moment or an episode to ease the direction of a scene or make a scene look better), the floor plan is always the same, is there an Official floor plan somewhere? Would think MG and/or the production team had made one for the directors and writers. Didn't a story editor (Oakley?) post here some information a few weeks ago, maybe he would know something.
